A total of 1,661 residents from the upper areas of Barangay Carmen, particularly Upper Carmen, were served by the “Kuyog Ta sa Serbisyo sa Baryo” (KSB) program led by Mayor Rolando “Klarex” Uy on Saturday, September 12, this year.
Carmen Barangay Captain Hon. Rainier Joaquin “Kikang-KapKik” Uy expressed great happiness and gratitude for the opportunity provided by the local government to bring various government services closer to the people of Barangay Carmen.
Among the basic services offered during the KSB were free birth registration, health consultations, medicines, haircutting, traditional massage (hilot), and assistance with inquiries regarding the City Scholarship Program.

The local government also distributed 2,015 Medical Data Records (MDRs) through the collaboration of PhilHealth, the City Health Office, and the City Health Insurance Office.
One of the highlights of the KSB was the Kasalan ng Bayan (Mass Wedding) led by Mayor Klarex, who officiated the wedding of 24 couples.

The newlyweds were also delighted because when they went home, they received gifts from the Uy family and several councilors of the 21st City Council, who served as their wedding sponsors (ninongs and ninangs).
Each of the 24 couples received one whole lechon, a cake, wine, rice, and a special surprise gift from Captain Kikang Uy.
