MALAYBALAY CITY, PHILIPPINES—To improve public safety and disaster response, Malaybalay City launched the Digitized Emergency Tracking Alert System and GeoPindot Mobile Application, a collaborative project of the Local Government and Department of Science and Technology—X (DOST—X).
DOST aims to foster community growth through its Smart and Sustainable Communities Program by integrating smart procedures and Science, Technology, and Innovation (STI) interventions.
Mr. Alan J. Comiso, Head of the City Disaster Risk Reduction and Management Office (CDRRMO), highlighted this project’s vital role in disaster prevention, mitigation, and preparedness.
“In an increasingly digital world, it is crucial that we leverage technology to enhance our community’s safety and disaster preparedness. The digital emergency alert system will enable us to respond swiftly, effectively, and efficiently during emergencies- natural or human-made, ensuring timely communication and coordination.,” Comiso said.
Due to the city’s terrain, natural hazards include rain-induced landslides, flooding, and numerous vehicular accidents. The Digitized Emergency Tracking Alert System when fully utilized by the citizens will enhance the city’s emergency management and response planning as it is with built-in modeling functionality for tactical deployment.
Another innovative initiative launched on the same day was the GeoPindot Mobile Application, which will empower citizens to report emergencies directly through mobile phones. The application is integrated with the tracking alert system, allowing authorities to monitor these incidents in real time, including the reporter’s location.
The event featured a ceremonial ribbon-cutting, presentation of the roadmap of collaboration on the LGU and DOST’s SMART Program, technology presentations by OBX Solutions Inc., and the signing of a Pledge of Commitment by the stakeholders and the 15 pilot barangays, all of whom will play a crucial role in the project’s implementation.
Mayor Jay Warren Pabillaran, emphasized the importance of local partnerships in driving technological advancements. “Let’s use the technology nga naa na sa atoa available kay para sa atoang mga residents. Pasalamat ko sa collaboration gikan sa DOST dayun sa mga kabarangayan ug sa mga men in uniform gikan sa Malaybalay kay dill man ni makaya sa City Government alone,” he said.

With the implementation of the Digitized Emergency Tracking System and GeoPindot, Malaybalay City is set to improve its emergency management capabilities, be at the forefront of smart city initiatives, and ensure a safer and more connected community for all its citizens.
