GINGOOG CITY, Misamis Oriental — The Local Water Utilities Administration (LWUA)
continues to strengthen its engagement with local water districts in Northern Mindanao as
LWUA Administrator Atty. Jose Moises “Joy” Salonga met with local utility leaders during the
Northern Mindanao Water Districts Association 2nd Quarter Meeting and Dialogue last July
30, 2026.
Joined by LWUA Trustees Danilo O. Daroy and Saturnino G. “Tet” Mallare III, Administrator
Salonga underscored the agency’s commitment to working closely with water districts in
addressing regional priorities and advancing President Ferdinand R. Marcos, Jr.’s agenda of
improving water security and strengthening local water utilities.
“Water security cannot be achieved by any single institution alone. It requires strong
partnerships, open dialogue, and a shared commitment between LWUA and our local water
districts. By listening to on-the-ground concerns and working together on practical
solutions, we can build stronger local water districts that are better equipped to serve our
communities today and in the years ahead,” Administrator Salonga said.
The dialogue brought together Northern Mindanao local water district leaders to discuss
sector developments, operational challenges, and opportunities to further improve water
service delivery through stronger collaboration between LWUA and local utilities.
The regional engagement forms part of LWUA’s continuing efforts to bring the government
closer to local water districts through regular consultations, technical discussions, and direct
stakeholder engagement.
These dialogues allow LWUA to better understand the unique operational realities faced by
local water districts while ensuring that national policies and support programs respond to
local needs such as increasing water demand, climate-related risks, and the need for
sustained water infrastructure investments in support of the Marcos Administration’s
priorities.
Following the dialogue, Administrator Salonga and Trustees Daroy and Mallare joined the
anniversary celebration of Gingoog City Water District, recognizing the local water district’s
contributions to expanding access to safe and reliable water services for its customers and
reaffirming LWUA’s continued commitment to strengthening and empowering local water
districts.
As the government’s institution-builder for the water district sector, LWUA continues to
work hand in hand with water districts across the country through financing, technical
assistance, policy support, and capacity-building initiatives.
By strengthening collaboration at the regional level, the agency aims to help local utilities
become more responsive, sustainable, and resilient—advancing the Marcos administration’s
vision of long-term water security for every Filipino community.
