“Fair Audits, Stronger Compliance: BIR institutionalizes safeguards to curb discretion, eliminate favoritism, and protect taxpayers nationwide.”
BUTUAN CITY — The Bureau of Internal Revenue placed audit reform at the forefront of its historic 2026 Tax Campaign Kick-Off for the Mindanao Cluster, unveiling 7 clear mechanisms designed to reduce abuse of power and discretion during audits. The event, the first ever hosted by Mindanao, was held in Butuan City upon the choice of Commissioner Charlito Martin R. Mendoza during his first 100 days in office.
Held on February 20, 2026, from 1:30 p.m. to around 6:00 p.m. at Father Saturnino Urios University along JC Aquino Avenue and R. Calo Street, the program drew a total of 2,250 attendees, surpassing the expected 1,500 delegates despite rainy and cold weather. Representatives came from RRN 15 covering Zamboanga Peninsula and Tawi-Tawi, RRN 16 of Northern Mindanao, RRN 17 of Caraga, RRN 18 of South Central Mindanao, and RRN 19 of Davao Region, filling the venue to capacity.
At the core of the announcement were the 7 institutional safeguards under RMO 1-2026 and related issuances. These include the Single-Instance Audit Framework, limiting taxpayers to only 1 electronic Letter of Authority to prevent multiple and overlapping audits; consolidation of all pending Letters of Authority to eliminate duplication; centralized and system-assisted risk-based audit selection subject to the approval of the Commissioner to remove arbitrary targeting; centralized issuance of eLAs exclusively through the IRIS Case Management System Audit or CMS Treasury to prevent unauthorized or manually manipulated issuances; anonymized audit assignment to eliminate favoritism and the so-called “suki system”; the Standardized Audit Checklist under Annex B of RMO 1-2026 to end fishing expeditions and excessive document requests; and strengthened transparency and verification tools, including the LOA Verifier integrated into REVIE under RMC 5-2026 to protect taxpayers from fake audits and unauthorized personnel before document submission.
Following the main program, a press conference was held with selected media personalities of Butuan, where Commissioner Mendoza, Deputy Commissioner of the Legal Group DCIR Larry M. Barcelo, Regional Director RR 17 Esmeralda M. Tabule, CESO V, Deputy Commissioner Marissa O. Cabreros, and Deputy Commissioner Rosario Charo Enriquez answered questions on overlapping audits, discretionary authority, and safeguards to ensure integrity, emphasizing that the reforms are centralized, system-driven, and designed to protect taxpayers before, during, and after audit proceedings.
The program also featured regional presentations, a grand opening salvo from RDO 103 of Agusan del Norte, the unveiling of the 2026 Tax Campaign logo and theme, and an audiovisual presentation of the Official 2026 BIR Tax Campaign Kick-Off Jingle carrying an inspirational message from President Ferdinand R. Marcos Jr., eliciting strong applause from the crowd. Inspirational messages were delivered by Regional Director Tabule, Deputy Commissioner Vener S. Baquiran of the Operations Group, and Commissioner Mendoza, introduced by Deputy Commissioner Cabreros, alongside expressions of support from Vice Mayor Rey Desiata representing Butuan City Mayor Lawrence Fortun, PICPA Davao City Chapter President Cedric Ian Petalcorin, CPA, MBA, Misamis Oriental Filipino-Chinese Chamber of Commerce and Industry, Inc. President Efren T. Uy, and DepEd SOCCSKSARGEN Region 12 Director Carlito D. Rocafort. The Recitation of the Pledge of Support and ceremonial signing were led by the President of the Philippine Association of Local Government Accountants, Inc. and President of the League of Local Government Accountants Zamboanga del Sur, witnessed by selected media personnel.
Aligned with Proclamation 486, s. 2024 declaring February as Tax Awareness Month and guided by RMC 9-2026, the campaign forms part of the Bureau’s broader reform agenda under Digital and Data Transformation, Audit Reform and Accountability, Revenue Collection and Base Protection, Employee Empowerment and Welfare Promotion, and Service Excellence and Stakeholder Engagement. The launch of the first-ever Interactive Digital Tax Calendar for 2026 through RMC 110-2025, alongside the digital assistant REVIE, further reinforces transparency and citizen-centered service under the theme “Mahusay na Serbisyo, Katumbas ng Buwis Mo.” With the 7 mechanisms clearly defined, publicly explained, and formally institutionalized, the BIR underscored a decisive shift toward disciplined audits, reduced discretion, stronger accountability, and reinforced taxpayer protection nationwide.
