SAN FRANCISCO, Agusan del Sur— Five commissioned officers of the Police Regional Office 13 (PRO13) officially assumed their new ranks as Police Lieutenant Colonels (PLtCol) following a promotion ceremony held at the regional headquarters on September 11, 2026.
PRO13 Regional Director Police Brigadier General Rolindo M. Suguilon administered the oath-taking and rank insignia donning ceremony for PLtCol Ruel B. Saliba, PLtCol Alma S. Dispo, PLtCol Joy S. Semine, PLtCol Giovanni M. Tindoy, and PLtCol Remile T. Yparraguirre.
The promotions were granted pursuant to General Orders Number NHQ-GO-PR-2026-5261, effective September 10, 2026.
The ceremony was attended by National Police Commission (NAPOLCOM) Caraga Regional Director Josephmar B. Gil, members of the PRO13 Command Group, regional staff, personal staff, and the families of the newly promoted officers.
In his message, RD Suguilon congratulated the newly promoted officers and recognized their dedication, sacrifices, and commitment to public service.
He reminded them that their new rank carries greater responsibility and higher expectations from their fellow police personnel, the communities they serve, and the organization.
“I want you to remember that your new rank bears great weight. Our personnel look up to you, our communities expect leadership from you, and the organization depends on your wisdom and decisions,” RD Suguilon said.
The PRO13 chief also expressed confidence that the newly promoted officers will continue to uphold the values of integrity, professionalism, and excellence as they take on greater leadership roles within the Philippine National Police.
