PACC Investigates Alleged Ghost Project in Malaybalay City

The Philippine Anti-Corruption Czar (PACC) is probing a reported ghost project worth ₱96.5 million in Barangay Linabo, Malaybalay City. The project, a flood control initiative, was allegedly declared completed despite no evidence of construction at the site. The PACC received reports via the “Isumbong sa Pangulo” and the PACC Hotline, prompting an investigation.

A joint ocular inspection by PACC Chairman Dr. Louie F. Ceniza and Board of Trustee Pastor Allan Japor found no signs of construction at the reported project site. Local residents and barangay officials confirmed that while DPWH officials had conducted a survey, no actual construction took place. This has led to suspicions that the project is a ghost project.

DPWH Region 10 has responded swiftly to the allegations, with Regional Director Lilibeth N. Aparecio directing a validation team to conduct a ground inspection. The team, led by Engr. Virgie Nayve, will verify the claims and determine the facts surrounding the project.

PACC Chairman Dr. Ceniza emphasized the agency’s commitment to ensuring public funds are protected and used for their intended purpose. “We will not allow ghost projects to thrive at the expense of our people. Every peso must be accounted for, and those found guilty of anomalies must be held responsible,” he said.

The PACC and DPWH are working together to investigate the allegations and determine the facts surrounding the project. If warranted, the agencies will recommend the filing of appropriate charges against responsible parties.
