COTABATO CITY – More than 100 middle managers in the Bangsamoro Government completed Sunday, Dec. 11, an eight-track Public Financial Management Competency Program (PFMCP) organized by the Ministry of Finance, and Budget and Management (MFBM).
According to MFBM, one of its ultimate goals is to continuously shape public management human capital and processes through PFMCP.
“Through this Competency Program, we aim to equip the participants with necessary PFM skills required for the effective and efficient delivery of public services, ultimately contributing to the attainment of the Bangsamoro public sector goals,” said MFBM Minister Ubaida Pacasem.
“This specific course for middle managers is designed to enhance the technical competencies of core public finance practitioners; reinforce existing standards on finance and budget; and adopt those which may be tailored fit to the needs of the Bangsamoro Government,” he added.
Pacasem further said that “the Bangsamoro Government’s overarching agendum of Moral Governance sits at the center of all the initiatives towards a sound Public Financial Management, along with our shared mission of ensuring the necessary conditions for the sustained socio-economic development in the region.”
“A sound PFM entails transparency, accountability, responsibility and integrity in public service delivery,” he stressed.
The PFMCP was divided into three phases – the first was held Sept. 14-16 in Davao City which explained the budget cycle from preparation, legislation, execution and accountability, and fiscal planning; the 2nd phase focused on the performance-informed budgeting (PIB) and program expenditure classification (PREXC); while the 3rd highlighted the budget execution documents, budget and financial accountability reports, as well as agency performance review.
MFBM said it will continue its partnership with the Department of Budget and Management (DBM) and Japan International Cooperation Agency (JICA) and steer a series of budget and finance related activities next year.
