There are good and detrimental effects of the sweeping revamp in the City Housing and Urban Development Department (CHUDD) in Cagayan de Oro City. Cagayan de Oro City Mayor Rolando Uy appointed Mr John Asuncion as the officer-in-charge of CHUDD.

In a talked with Asuncion in his office sometime ending August 2025, he disclosed that Uy appointed him with a marching order to clean CHUDD’s backyard.

“If evidences warrant, cases could be filed against CHUDD employees found to have committed various offenses, especially anti-graft laws,” Asuncion said.

As of Nov. 7, 2025, top CHUDD officials have been reassigned to other departments while their past activities and positions are being reviewed.

CHUDD now welcomes complaints from all sources, especially from the beneficiaries of the city’s housing projects. Certainly, more heads roll at CHUDD in the coming days.

Well, Mayor Uy’s action is laudable. Uy appointed a good soldier willing to carry out orders without hesitation. However, the revamp have disadvantages too.

Although the department’s pioneering employees know their line of work, a sudden elevation to positions demanding critical policy decisions might hamper CHUDDS overall performance.

In fact, there are pending complaints filed by homeowners with CHUDD demanding immediate action.

A new personnel assigned to handle issues will start from the bottom again. Definitely, this will delay the implementation of the urgent decision.
