Department of Public Works and Highways (DPWH) Secretary Vince Dizon has formally requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) against former DPWH Secretary Manny Bonoan, Candaba Mayor Rene Maglangue, and corporate officers of MBB Global Properties Corporation. This action follows Senator Panfilo Lacson’s privilege speech implicating these individuals in alleged anomalies tied to flood control projects in the country.
The request targets former DPWH Secretary Manny Bonoan, Candaba Mayor Rene Maglangue, and executives of MBB Global Properties Corporation including Fatima Gay B. Dela Cruz (Bonoan’s daughter), Macy Monique Maglangue, and Sunshine Bernardo. These individuals are allegedly connected to projects under scrutiny.
Senator Lacson had mentioned these individuals in a privilege speech, suggesting links between Bonoan, Maglangue, and MBB Global regarding multi-billion peso flood control projects. Allegations point to possible irregularities in project awards and implementations involving Globalcrete Builders, associated with Maglangue, which secured significant contracts in Bulacan.

Dizon’s move is part of an ongoing investigation into DPWH officials and construction companies suspected of involvement in “ghost projects” and substandard flood control constructions. The ILBO aims to track movements of implicated individuals and prevent potential exit attempts, aligning with President Ferdinand Marcos Jr.’s directive for accountability in anomalies.
The probe covers alleged irregularities in flood control projects, examining possible conflicts of interest and contractual issues involving government officials and private construction companies like MBB Global Properties Corporation and Globalcrete Builders.
The DOJ’s action on the ILBO request could impact the individuals named, affecting their travel and potentially leading to further legal processes as investigations continue into alleged project anomalies and possible misconduct.
The government’s pursuit of accountability reflects efforts to address concerns over public infrastructure projects, emphasizing transparency and responsibility in government contracting and construction processes amid allegations of wrongdoing by implicated officials and companies.
