DA-NorMin undergoes SPMS training-workshop

MALAYBALAY CITY, BUKIDNON – Sixty-eight key officials and staff of the Department of Agriculture – Regional Field Office 10 (DA-10) underwent a Training-Workshop on Strategic Performance and Management System (SPMS), done in two batches on July 10-11 and 13-14, in Dalwangan here.

Lectured by the Civil Service Commission (CSC), the participants were apprised while others recollected that SPMS is a tool for ensuring that employees attain the objectives set forth by an organization, and in turn, the organization reaches them by adopting its devised strategic plan.

It focuses on performance results that are reviewable over the course of an implementation period in relation to targeted milestones, while providing a material basis for gauging organizational performance and the synergistic performance of individuals within the organization.

It further emphasizes promoting the culture of performance and accountability.

One of the subject matter experts, Lourdes B. Pelaez, CSC Bukidnon Field Office director said that the agri department should put a premium on performance, as an organization succeeds or fails based on the attainment of goals, citing that the most important determinant of success lies in the performance of personnel.

Likewise, she underscored that when people do not perform, an organization fails, and in the case of the government, it translates into not being able to render service, and ultimately, also falling short of bringing about changes, she furthered.

Recognizing the significance of warranting both agency and individual effectiveness by communicating accountabilities across the divisions and other operating units of the agency, the discussions centered on the constitutional and statutory bases, scope and coverage, objectives, and the minimum requirements of SPMS.

Particularly highlighted is the four-stage PMS cycle, which covers performance planning and commitment, performance monitoring and coaching, performance review and evaluation, performance rewarding and development planning, and the alignment and cascading of targets from the department head, division chiefs, and down to the individuals, as reflected in the office, division and individual performance commitment reviews (O/D/IPCRs).

Capping off the activity, DA-10 Regional Technical Director for Research and Regulations Cora A. Dumayaca expressed and pinned her hopes that through the capabuild, the attendees were able to enhance their knowledge and understanding, at the same time give more value to every element in the agency in terms of the delivery of work accomplishments.

With the Agri-10 leadership under Regional Executive Director (RED) Carlene C. Collado, said training-workshop also reiterated enabling the agency’s battle cry of ’10 for 1′, referring to soaring high as one of the top performing DA regional field offices across the country.

Facilitating the event was the Human Resources Management Section. In attendance were personnel from the Integrated Laboratories, Planning, Monitoring and Evaluation, and Administrative and Finance divisions, including the Office of the RED for the first batch, while the second batch comprise of the Field Operations, Agribusiness and Marketing Assistance, Regulatory and Research divisions.
