Engr. Elvin Maurice R. Mackay officially assumed office as the new Subport Collector of the Mindanao Container Terminal (MCT) in Tagoloan, Misamis Oriental, marking another leadership transition to Collection District X’s vital subport.
During a simple turnover of responsibility held on July 13, 2026, Coll. Mackay succeeded Coll. Nasrudin D. Guro, who has been reassigned as Subport Collector of Iligan.
Prior to his assignment to the Subport of Mindanao Container Terminal (MCT), Coll. Elvin Maurice R. Mackay served as Subport Collector of the Cavite Customs Office and the Laguna Customs Office under the jurisdiction of the Port of Manila.
Coll. Mackay began his career with the Bureau of Customs in 2004 as a Clerk II and steadily rose through the ranks, serving in various key positions, including Acting Special Agent, Intelligence Officer, and Customs Operations Officer V.
With more than two decades of experience in customs administration and operations, Coll. Mackay now brings his extensive expertise to Northern Mindanao as he leads the Subport of Mindanao Container Terminal, the primary revenue-generating subport of Collection District X.
