BUTUAN CITY POLICE OFFICE, BUTUAN CITY — “The best ability of a police man is our constant availability.” one of the saying PCOL Yatar quoted in his speech in the BCPO PRESS CORP’s Meet and Greet,
The event started at 1:45 pm on 08 July 2026 at the BCPO Headquarters, Malvar Circle, Brgy. Holy Redeemer, aimed at fostering a more transparent and collaborative relationship between the local police force and the media. The activity opened with an invocation by Pat Mitchel C. Ocladina, PIO PNCO, BCPO, and welcome remarks by PLTCOL Rowena A. Martinez, Deputy City Director for Administration, BCPO. An acknowledgement of participants was conducted by PLT Joy March C. Estioco, Chief PIO, BCPO, which included the Station Commanders from Police Stations 1 to 6 and the Force Commander of the Butuan City Mobile Force Company.
In the message of PCOL Yatar, he also mentioned that police work is a science and an art, explaining that it relies on the science of established laws, modern tactics, and systematic procedures, combined with the art of human relation, empathy, and intuitive problem-solving on the ground.

Yatar one focus is the first stage of humanity he wanted to focus on the upbringing the primary and elementary years, from ages 1 to 12.
He also quoted that in union there strength considering media partners as the “third eye” to effectively cascade all the exact information of the recent progress of our police works in a continued process. He also calls for all police men in BUTUAN City “na wag matigas ang ulo”, “wag maging balat sibuyas” and start working out what has to done to fill in what is lacking and continue what has to be continued and also his main concern is the sustainability of what they started.

He also mention that he wanted to promote “smart polishing” where there presence is needed the most where they assigned the men but with a flexible deployment. Also, office personnels were deployed who will help people during the rush hours called “Firewall”.
He wanted to openly talked to all people to bridge the miscommunication and the no communication at all and the PEOPLE’S DISTRUST of uniformed men especially of those men in uniformed with questionable connections and background riding in two boats as being said. The shortage of work forces is a long problem but not actually should be the main factor to be the deciding factor not to perform in police duties, best strategies should be applied in the ground, visiting every barangay, talking to people the real problem. Everything also is on line with the national mandate for serbisyong tapat.

“Our mission to protect and serve the people of Butuan is significantly amplified by the support of our media partners. Through this ‘Meet and Greet,’ we reaffirm our commitment to transparency and accountability,” PCOL Yatar stated. “The queries raised today are a reflection of the public’s concerns, and it is our duty to address them with action and integrity”.
PCOL Yatar further emphasized that under his leadership, the BCPO will remain steadfast in its “Bagong PNP” mantra—providing “Serbisyong Mabilis, Tapat, at Nararamdaman”, and further highlighted the BCPO mantra “Basta BCPO, Madyaw MuSerbisyo”.
