However, the opening session was marked by tensions regarding accountability and fiscal integrity, particularly highlighted by Navotas Representative Toby Tiangco’s demand for insights into prior budgetary realignments.
Tiangco’s insistence on accessing the report from the “Small Committee” responsible for reviewing the Fiscal Year 2025 National Expenditure Program (NEP) signifies a critical issue within governmental budgeting processes. His request aimed to shed light on who had initiated significant realignments in budget allocations—a matter crucial for ensuring transparency and public trust in government spending.
