Pedrito “ Toytoy” H. Baculio, PhD
The contribution of Pedrito “Toytoy” Baculio in the rural electrification movement cannot be underrated.
He was Board President of Moresco I who became the President of NOREMECA and then became the President of PHILRECA.
Toytoy Baculio was known for his parcipatory leadership in the engagements with stakeholders and values every idea to formulate best decision on matters at hand.
As a rural electrification advocate, as PHILRECA President and Consultant to the Presidential Adviser for Rural Electrification, Toytoy Baculio lead the cause in upholding the registration of the ECs general managers and board of directors nationwide. They lobbied in Congress and was able to secure 138 signatories from the legislators to pressure the NEA to provide the ECs the option to remain under the auspices even after the passage of RA 9520 of the Philippine Cooperative Act.
