MALAYBALAY City–Bukidnon Gov. Jose Ma. Zubiri Jr. personally told Land Transportation Franchising and Regulatory Board (LTFRB) officials Tuesday that he will look into the swift formulation of the province's local public transport route plan.

Zubiri made his remarks after two LTFRB officials – Technical Division chief Joel Bolano and Region 10 director Aminoden Guro – paid a courtesy call on him as the PUV modernization information caravan rolled by his province.

The governor also inspected more than a dozen modernized jeepneys of various commercial brands and two modern buses from Pabama Tours and Rural Transit of Mindanao, Inc. (RTMI) which were paraded before him at the Bukidnon provincial capitol grounds.

"Guwapo man diay kining mga units nga mga modern PUV. I'm all out support sa PUV modernization program sa atong gobyerno," Zubiri said even as he instructed his staff to request the Sangguniang Panlalawigan to immediately formulate the local public transport route plan in its next plenary session.

"Akoy pasalig sa inyo, pasar na ni daan, pasar na ni diretso," Zubiri said, referring to the LPTRP formulation.
Formulating a local public transport route plan is mandated under Department of Transportation (DOTR) 2017-011 as part of the local government unit's contribution to the PUV modernization program.

Guro said that under the existing public transport scheme, Bukidnon has around 2,500 individual PUV operators.

Once the modernization is implemented, the operators will organize themselves into cooperatives.
Each cooperative could apply for one or more route franchises.

Guro reiterated his previous remarks that duplicate routes are discouraged under the new routing system.

Issuance of new route franchises will be expedited once the Office of Transport Cooperatives (OTC) – the agency in charge of validating all the new transport coops – has established its regional desk here.
For now, OTC personnel are still undergoing a month-long training.
