CAGAYAN de Oro City–The Population Commission (Popcom) in Region 10 urged couple to be more wary about "unplanned pregnancy" in this this time of health crisis brought about by Coronavirus Disease 2019 (Covid-19).

Popcom-10 Regional Director Jeremias Gupit said his agency has stepped up its campaign against "unplanned pregnancy" in the region among couple especially in this time where the couple is locked in due to Covid-19.

Mr. Gupit said his agency is expecting a spike in pregnancy among women especially during the start of Enhanced Community Quarantine (ECG) in March and April.

He said the Popcom is now conducting re-orientation seminar for its barangay population volunteers. he said barangay population volunteers are now helping Popcom supply contrceptives–and even condoms–to couples.

"These additional tasks for our barangay population volunteers will soon be piloted in the towns of Villanueva, Claveria, and Balingasag all in Misamis Oriental," explained Mr. Gupit.

"On the posivite side, ECQ can be a rare opportunity for the couple to spend time together, and strenthen their relationshiop as husband and wife," he said.

He said that with parents at home at this time of health crisis can help prevent teenage pregnancy.

He said young girls aged 10-14 had the highest in terms of teenage pregnancy. "Based on unpublished survey, we found out that teenage pregancies occur during the end of each school year," he said.

He said that between January-June there are 568 teenage deliveries or 24 deliveries a day among young girls. "This is very alarming considering their young age," said Mr. Gupit.

Earlier, Cagayan de Oro Councilor Jocelyn Rodriguez filed a proposed ordinance preventing teenage pregnancy and institutionalizing social protection for teenage parents.

The ordinance, said Rodriguez is in line with the policy of the city to promote and strengthen the role of teenagers, adolescents and young people in the over-all human and socio-economic development of the city by protecting their human rights and dignity, and enable sustaining spaces for them to achieve their aspirations and potentials thereby liberating them from social inequalities, prejudices, the lack of education and poverty.

The proposed law provides the establishment and operation of service delivery network, which will provide quality health services to adolescents and youth who are currently pregnant; provide quality health and counseling services and ensure early referral, said the local official in a press statement.

It will also involve the conduct of school based and community-based activities, peer education, among others, the statement said.

It said the establishment of Teen Health Quarters and development of a local Cagayan de Oro Comprehensive Teenage Pregnancy Prevention Strategy and Operational Plan as well as interventions for effective information and education are also provided in the proposed law.

Pursuant to this, Rodriguez said that a Teenage Pregnancy Prevention Council shall be created composed of the city mayor as the chair; city health officer as co-chair. She said that members will include the  chair of the City Council committees on health, and on youth; representatives of the City Health Office, City Social Welfare and Development Department, civil society organizations, and other groups. The council will be tasked to spearhead the formulation and implementation of the Cagayan de Oro Comprehensive Teenage Pregnancy Preventive Strategy and Operational Plan, among others.
