CAGAYAN de Oro City–The City Council has given Mayor Oscar Moreno the green light to sign an agreement with the Department of Public Works and Highways (DPWH), a report reaching the Mindanao Daily News online said yesterday.
The report said that the 19th City Council on its regular session Monday presided over by Vice Mayor Raineir Joaquin V. Uy enacted an ordinance authorizing Moreno to enter into and sign the Memorandum of
Undertaking (MoU) with the DPWH Cagayan de Oro City-first District Engineering Office covering the implementation of the farm-to-market road projects in District 1.
For this purpose, the sum of P2.5 million was appropriated to be made available for the city’s 10-percent counterpart for concreting of Barangays Bayanga and Lumbia FMR projects.
Under the MOU, the DPWH shall cause the preparation of Program of Works (POWs) and Detailed Engineering Design (DED) noted by the Department of Agriculture (DA) in accordance with existing guidelines and applicable rules and regulations.
It shall consider the 10-percent counterpart fund of the city, issue official receipts for the implementation of the FMR projects, and shall secure the Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) if applicable and adhere to its provisions, among others.
For its part, the city shall monitor the implementation of the FMR projects and maintain the good road condition of the projects after completion and turn-over of the DPWH.
The legislation was reviewed and endorsed by the committees on agriculture, on public works, on finance, budget and appropriation and on laws and rules respectively chaired by Councilor Jay R. Pascual, Zaldy O. Ocon, Edna M. Dahino and Ian Mark Q. Nacaya. (SP/JAOclarit)
