Nene Pimentel, “Father of Local Government Code,” passes away at 85

Aquilino "Nene" Pimentel, Jr., founder of the Partido ng Demokratikong Pilipino (PDP), former Senate President and "Father of the Local Government Code" passed away in Manila Sunday morning, six days after he was reported to have been confined at the Intensive Care Unit of a hospital in Metro Manila.  He was 85.

His son, Senator Aquilino “Koko” Pimentel III confirmed this in his Twitter post.

“Our beloved Tatay Nene has joined his Creator at 5 am today Oct 20, 2019. We thank all those who have been a part of his life. We ask for prayers for the repose of Tatay Nene’s soul. Thank you to all,” he said.

 
No other details were provided.

 

The young Pimentel earlier told reporters in Manila that his father who was “very ill” was taken to a hospital and underwent treatment.

The Pimentel patriarch was confined at the intensive care unit of a hospital in Metro Manila. PDP-Laban spokesperson Ron Munsayac on October 14 appealed via Twitter to friends and partymates “to pray for the full & speedy recovery of our founder and Chairman Emeritus Tatay Aquilino ‘Nene’ Pimentel, Jr. who is currently in the ICU.”

The elder Pimentel, a delegate to the 1971 Constitutional Convention, served as mayor of Cagayan de Oro City from 1980 to 1984 and was elected Assemblyman representing Misamis Oriental in the Interim Batasang Pambansa in 1984. He was arrested four times under Ferdinand Marcos’ martial law.

 

When Marcos was ousted in February 1986, then President Corazon Aquino appointed him OIC Local Governments Secretary. He was elected Senator from 1987 to 1992, 1998 to 2004 and 2004 to 2010. He was Senate President when the Senate impeached then President Joseph Estrada in 2000 – 2001.

He was dubbed "Father of Local Government Code" as he was the principal author of Republic Act 7160 or the Local Government Code of 1991 which aimed to liberate provinces, cities, municipalities and barangay from over-dependence upon the central government by increasing their powers and share in the taxes and wealth of the nation.

His last government post was last year, as member of the Consultative Committee (ConCom) that reviewed the 1987 Constitution and submitted recommendations on proposed amendments towards a shift to the federal system of government.
