THE ARRIVAL of the TBM cutter head in the Philippines signals the start of another major project of President Rodrigo Duterte's Build, Build, Build Program during his term of office ending a few years from now.
The tunnel boring machine's (TBM) cutter has arrived in Manila for the start of the Metro Manila Subway Project, stopping all apprehensions the this ambitious project of the Duterte Administration is only a dream.

A very reliable source at the Department of Transportation revealed that the arrival of TBM cutter head is a signal to start the North Commuter Railway in the fourth quarter of 2019.
It was Transportation Secretary Arthur Tugade's aggressive follow up and determination that make DMCI to fast-track the project. In fact, the first completion year of the project is supposed to be 2022 but this time it was marked to be completed in 2021.
Tugade said the DMCI has announced its commitment to advance the project completion to 2021 without having to sacrifice its quality.
