METRO MANILA (Luzon News digital, August 29) – No less than Senator Panfilo Lacson has discovered there is something fishy allegedly happening inside the Bureau of Correction (BUCOR), with the reported release last June of four Chinese drug lords.
Senator Lacson revealed he has obtained copies of releases of inmates last August 16, 2019 and this includes that of four Chiness drug lords.
"Right now I have a copy of releases ano…yung names of releases, And at least four of those released already last of August 16 are Chinese drug lords. Actually they were released to the custody of the Bureau of Immigration for possible deportation," Lacson said.
He said these four Chinese drug lords were convicted of illegal drugs and yet they were able to escape maximum imprisonment for the reason that they've been released allegedly because of good conduct time allowance.
"We're trying to look for the copy of the August 20 release order in favor of mayor Sanchez but apparently the copy was missing. Nawawala yung kopya," Lacson said referring to the supposed released order of Calauan Laguna Mayor Antonio Sanchez.
Lacson claimed that with the revelation of Bucor Chief Faeldon of the release of 11,000 inmates, money could be involved. He suspected that there might be "something fishy happening inside Bucor with these recentl developments.
But recently, the Bucor chief Faeldon denied he has signed a release paper for former mayor Sanchez supposed release last August 20, 2019.
On ABS CBN TV Patrol, Mayor Sanchez son said the family was already preparing for the release of their father on August 20, 2019, but they were shocked to be informed later that his father's release was reportedly put on hold.
Duterte, Robredo claim Sanchez should not be released
Both President Rodrigo Duterte are in unison that convicted rapist and murderer, Calauan, Laguna former Mayor Antonio Sanchez should not be allowed to get release order and benefit from GCTA law due to his conviction of seven counts of rape and murders.
Sanchez's supposed release order alongside with 10,000 inmates came as Justice Secretary Menardo Guevarra announced 10,000 inmates including Sanchez may qualify for commutation of sentence now known as Good Conduct Time Allowance (GCTA), based on Republic Act 10592.
According to the report, Republic Act 10592 increases GCTA given as privilege to inmates who have been changed while inside the prison. The GCTA gives additional time to be deducted from the inmate's sentence as his award for conducting good behavior.
But President Duterte showed strong opposition to the reported release of the former Calauan mayor for good conduct time.
Cabinet secretary Karlo Nograles told reporters “the boss has already spoken so it’s already settled. We have nothing to discuss anymore. “It’s final. Since the President has spoken, everybody just follows because this concerns the executive branch.”
A lawyer by profession, Secretary Nograles said even the Supreme Court cannot help Sanchez from his seven life sentences.
“The law is very clear. Even if you twist the law, it stated that if you committed heinous crimes, you’re not qualified,” Nograles told reporters.
Sanchez and six of his henchmen were sentenced with 40-year jail terms in a March 1995 gruesome rape-slay murders of two UP college students namely Eileen Sarmenta and his boyfriend Allan Gomez.
In 1997 the former mayor was also found guilty of killing a father and his son and meted another two -40-year imprisonment.
