Kathanor facilitates identification of IDP-beneficiaries

MARAWI CITY, – The Kathanor database has provided a systematic platform in the distribution of a financial assistance amounting to P73,000 per displaced family representing the Livelihood Settlement Grant (LSG) and Transitory Family Support Package (TFSP) by the Department of Social Welfare and Development Office (DSWD) to track down the legitimate  homeowners and sharers from the barangays in the city’s most affected area (MAA) after the May 23, 2017 siege staged by Maute-IS terror group. 

 Spearheaded by Task Force Bangon Marawi (TFBM), the “Kathanor,” a Maranao term for profiling, began in October 2018 to list down the internally displaced persons (IDPs) in Iligan City, Lanao del Norte, Lanao del Sur and those in transitory shelters and evacuation centers. 

 Alnairah Macalaba, a resident of Banggolo Poblacion said that the “Kathanor” has helped in identifying the legitimate residents of Marawi and prevented duplication of profiles. 

 “Nakatulong po talaga ang Kathanor dahil wala na pong doble-doble na nagproprofile (It really helps to prevent duplication),” said Macalaba. 

 Quezon Guro also concurred that the Kathanor provided a smooth and organized process for the distribution of assistance.

 “Talagang successful ang Kathanor kasi minsan sa isang pamilya kumukuha ng maraming Disaster Assistance and Family Access Card (DAFAC). Sa tulong ng Kathanor, natukoy kung sino talaga ang bibigyan ng tulong na ito (It succeeded in correcting the records, as some families were able to get several DAFACs and with the help of Kathanor, it is able to identify the families that really deserve help),” Guro said.

 With the Kathanor, Guro believed that only the legitimate residents of Marawi would receive such assistance. 

 Meanwhile, TFBM Field Office Manager and Housing and Urban Development Coordinating Council Assistant Secretary Felix Castro Jr. clarified that profiles registered for Kathanor are not deleted immediately. 

 “Hindi naman tayo nagdedelete ng walang dahilan. Kung ikaw ay naprofile, malaking chance at walang dahilan na hindi ka kasama. Unless na lalabas na hindi ka talaga taga-most affected area,” he said.

 [We do not delete profiles without valid reasons. If you are profiled, there is a big chance and there is no reason that you will not be included.  Unless you are found that you are not a legitimate resident of the most affected area (MAA.]

 Castro also said the TFBM would review the profiles that duplicate.

 DSWD Undersecretary Felicisimo Budiongan also assured that the assistance would only be provided to the legitimate residents of MAA.

 “We see to it na iyong mga karapat-dapat ang mabigyan ng mga tulong sa ating mga IDPs. Kami po ay kaagapay niyo sa pagbabalik ng inyong pamumuhay sa normal,” said Budiongan.

 [We see to it that the assistance will only be given to the IDPs. We are here to support you as you go back to your normal lives.]

Utilizing biometric authentication, the Kathanor collects the number, location, status and other characteristics of the head of households and members of Marawi.
