IATF places Cagayan de Oro under ECQ level

CAGAYAN DE ORO CITY – The Inter-Agency Task Force (IATF) has placed the entire city under Enhanced Community Quarantine (ECQ) based on the recommendations of the Covid-19 technical advisory group and the Department of Health.

The new reclassification will place the city under strictest movement restrictions until July 31.

It was learned that the ECQ level classification was aggravated when the DOH Manila and IATF confirmed that six of the eleven Covid Delta variant positive patients were from this city.

Cagayan de Oro City Mayor Oscar S. Moreno said the people in the city should not panic, and instead continue to follow the strictest implementation based on the omnibus guidelines made by IATF for areas under enhance community quarantine (ECQ), the highest classification level, aimed at controlling the spread of the deadly corona virus disease.

In yesterday’s zoom meeting hosted by City Information Officer Maricel Casiño-Rivera, Atty Jose Edgardo Egay Uy,  chief of the economic cluster of City Hall’s Emergency Operations Center (EOC) explained that the city will be implementing stricter rules to control the movement of city residents because of the new classification of the city imposed by IATF, from July 16-31.

Uy warned city residents to obey the stricter rules or faced the consequences such as penalties and imprisonment of one year.

Based on the latest ECQ guidelines enumerated by IATF as of May 2021, the movement of persons will be limited only to accessing good and services and going to work from companies and establishments permitted by IATF.

“Every household is going to have only one exit pass, and to be used only by one member of the family. Dili pwede nga lima ka igsoon manggawas sa balay gamit ang usa ka exit pass kay magpalit lang ug bugas,” Uy clarified.

Uy said essential construction projects, public or private, including the construction of housing or residential is still allowed in ECQ, subject to the safety guidelines by the Department of Public Works and Highways.


Government offices are open but only on skeletal workforce so that there will be no close contact between government employees and the people they serve.

Hotels or accommodation establishments and their auxilliary servcies such as gyms, restaurants, spas and function halls are still allowed to operate but subject to accreditation by the Department of Tourism (DOT) and IATF and DOT guidelines.

Religious gatherings by the faithfuls are also allowed but video or virtual only. However, religious leaders are allowed movements for these religious purposes.

Wholesale and retail trade of motor vehicles, motorcycles and bicycles, including their parts and components are also allowed but on skeletal workforce only.

Religious services, necrological services, funeral, wake, interment for non-Covid death are permitted but virtual only.
