ECLIP aid given to 104 former rebels for 1Q 2023

MISAMIS ORIENTAL (PIA)–The Department of the Interior and Local Government (DILG)-10 reported during the Regional Inter-Agency Task Force (RIATF) ECLIP Committee meeting that 104 former rebels (FRs) were given assistance through the government’s Enhanced Comprehensive Local Integration Program (ECLIP) for the first quarter of 2023, April 25.

A total of P7.02 million was disbursed, with a breakdown of P840,000 for immediate assistance, P2,650,000 for livelihood assistance, P2,740,000 for firearms remuneration, and P798,000 for reintegration assistance to the FRs.

A flagship program of former President Rodrigo Duterte’s administration, the ECLIP aims to help surrendered Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and Militia ng Bayan (MB) members restore their allegiance to the Philippine Government and reintegrate back into mainstream society.

Yvette Tolentino-Sunga, DILG-10 Assistant Regional Director, underscored the importance of continuing efforts to improve the implementation of the program under the Marcos Jr. administration to ensure that the progress in the previous years is sustained.

Meanwhile, Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) Regions 10–12 Area Management Director Elisa Evangelista-Lapiña presented Proclamation No. 1093 granting amnesty to former rebels of the Communist Terrorist Group (CTG) who have committed crimes punishable under the Revised Penal Code and Special Penal Laws in furtherance of their political beliefs to inform the RIATF ECLIP Committee of the program’s coverage and limitations.

Tolentino-Sunga acknowledged the significant contributions of their partner agencies and local chief executives in making the implementation of ECLIP a success after receiving the highest rating of 60% among regional offices handling ECLIP concerns. (VPSB/PIA-10/Misamis Oriental)
