DOLE Davao expresses full support to Davao Region Development Plan for 2023-2028

The Department of Labor and Employment (DOLE) XI expressed its commitment to supporting the Davao Region Development Plan (DRDP) for the years 2023 to 2028. The plan provides strategies for all Davao Region stakeholders to sustain recovery and accelerate transformation beneficial to the attainment of its overall goal of reinvigorating job creation and hasten poverty reduction.

Regional Development Council (RDC) Chairperson and Davao Oriental Governor Corazon Malanyaon led the launching program of the DRDP on May 23, 2023 at the Mapua MCM Auditorium, Matina, Davao City. The event was attended by Presidential Management Staff (PMS) Undersecretary for Service Continuity Mark Cristeo Gimenez, Secretary Ma. Belen Acosta of the Mindanao Development Authority, national government agencies and local government officials, as well as private sector representatives, among others.

During the launch, the RDC outlined two thematic areas of the DRDP – leading towards economic transformation and social transformation.

DOLE XI Regional Director extended its support to contributing to the social transformation in the region. This thematic area is targeting to transform the social sector into a high-trust society with pro-active, smart, and innovative people, with high regard for quality of life, inclusive opportunities, continuous human capital development, and practice innovative thinking. “The emphasis placed on improving the quality and relevance of education, lifelong learning opportunities, micro-credentials, skills development, and job facilitation programs resonates strongly with our organization’s mission and commitment to socioeconomic progress. We firmly believe that by empowering individuals with the means to acquire new knowledge, skills, and credentials, they can unlock their full potential and achieve stable, comfortable, and secure lives,” RD Pensoy said.

As a key government agency responsible for promoting decent work and employment opportunities, DOLE XI recognizes the pivotal role it plays in realizing the objectives set forth in the DRDP for the next six years. In the same session, RD Pensoy presented an array of program and services of the Department that could significantly contribute to the fulfillment of the development outcomes. In line with the development plan’s goals, DOLE XI will focus on the following key areas:

  1. Training and Skills Development – DOLE XI, through the Technical Education and Skills
    Development Authority (TESDA) as one of its attached agencies, can collaborate with educational institutions, government agencies, and other stakeholders to enhance the quality and relevance of education and skills development programs.
  2. Employment Facilitation Intensified – DOLE XI is targeting to reduce the Regional Unemployment Rate to 2.5% from 2021 baseline of 4.8%, through employment facilitation programs that link people to employment opportunities such as Special Program for Employment of Students (SPES), Government Internship Program (GIP), JobStart, and job fairs.

For its social protection programs, DOLE programs and services are designed to swiftly deliver crucial assistance and serve as a safeguard against income loss by offering support for livelihoods and emergency employment to vulnerable workers.

  1. Shared Labor Market Governance – DOLE XI promotes and raises awareness on the overall compliance of private establishments to labor standards and occupational safety. With the implementation of Department Order (DO) No. 238, series of 2023, the Department of Labor and Employment (DOLE) has taken significant steps to enhance its support for private enterprises and their employees. This updated strategic inspection framework underscores DOLE’s commitment to improving labor conditions within the sector. A key component of this framework is the introduction of Technical Advisory Visits (TAV), which are integral to the comprehensive inspection approach. TAVs aim to provide Micro Enterprises with vital assistance in enhancing their compliance with general labor and occupational safety and health standards.

RD Pensoy also highlighted the prevailing industrial peace in the region. Since 2018, DOLE accounted zero-strike incidence attributable to establishment of social dialogue mechanisms in all industries in the region.

Along with these Programs, Activities and Projects (PAPs), DOLE XI is fully committed to collaborating with government agencies, local government units, private sector organizations, and civil society groups to achieve the goals of the DRDP 2023-2028. Through this whole-of-government and whole-of-nation process, DOLE XI is confident that Davao Region will arrive at an improved quality of life, sustainable progress, and inclusive growth.
