DOLE Davao continues to address skills mismatch with online systems

Taking advantage of technological growth, the Department of Labor and Employment (DOLE XI) continues to strengthen the efficiency and effectiveness of the National Skills Registry Program (NSRP), a web-based registry that provides readily available online database to address the issue on job and skills mismatch, in the implementation of employment programs and services in Davao Region.

As part of its strategies to ensure the fulfillment of the NSRP, DOLE XI conducts an annual review and assessment of the program which is participated by Public Employment Service Office (PESO) managers and Job Placement Officers in the region. Among the highlights of this year’s gathering was identifying the offices’ respective best practices and strengths in the course of employment facilitation and exploring new strategies to reinforce the sustainability of the program. Correspondingly, issues and concerns were analyzed through the conduct of Focus Group Discussion.

Moreover, DOLE XI presented some updates on the Public Employment Information System (PEIS), the enhanced version of the skills registry system (SRS), and its integration to the PhilJobNet, another online facility of DOLE with a centralized database maintained by the Bureau of Local Employment (BLE).

As of July 2022, the Philippine Statistics Authority (PSA) reported that the Labor Force Survey showed there were 68,000 unemployed individuals in Davao Region. Through the said systems, which are vital in administering DOLE’s employment programs and services, DOLE XI along with its partners hope to address the problem on job and skills mismatch. PEIS contains the profile of all persons and employers registered under the NSRP. It has the information on the qualifications and skills of the applicants as well as the job vacancies posted by the employers. 

PESO Managers and Job Placement Officers from the region complimented the uncomplicated process of gathering data from said online systems, access to Labor Market Information, and tracking of vacancies. Said partner participants expressed their unwavering commitment to efficiently and effectively utilize these online machineries to assist in the delivery of employment programs and service of the Department.

“Thus far, technology has taken an important role in the delivery of our programs and services. That is why we must frequently study and scale up the online systems that we have to increase our productivity and yield better outcomes. This is in line with our vision as an organization that by 2030, DOLE XI shall provide a fully automated quality labor and employment programs and services for all Davaoeños,” said Regional Director Atty. Randolf C. Pensoy in one of his statements.

This year’s NSRP validation activity was held in the Island Garden City of Samal (IGaCoS), Davao del Norte on September 28-30, 2022, participated by a total of 110 personnel from PESO, JPO, and DOLE XI led by Technical Services and Support Division Chief Paul V. Cruz and Regional Employment Focal Ryan D. Roldan.
