DOJ Asec Sergio Emano Yap II is now Housing commissioner

ATTY. SERGIO “YOYOC” EMANO YAP II is now a Commissioner of the newly-created Human Settlement Adjudication Commission (HSAC), which was previously the Housing and Land Use Regulatory Board (HLURB). He is the 3rd HSAC Commissioner appointed by President RODRIGO ROA DUTERTE. He assumed office last 28 January 2021.

He is a native of Tagoloan, Misamis Oriental. He was born on 08 June 1979 in Cagayan de Oro City. He is the son of the late SERGIO ABUTANMO YAP and JOJI YARE EMANO. His siblings are ENRICO EMANO YAP IV, ABEL JOHN EMANO YAP and CONSUELO EMANO YAP-REYNOLDS. He is married to JHONNIE VANESSA “PINKY” CHUA-YAP with four children, namely: NATHANIEL BLAKE, SOPHIA ALESSANDRA, SCOTT ADRIEN and SEBASTIAN ALONZO.

He was educated at Tagoloan Central School and graduated as Salutatorian in 1992. He finished his secondary education at Xavier University High School and graduated as Valedictorian in 1996. As an academic scholar, he took up his AB Economics at Ateneo de Manila University. He proceeded to take up his Bachelor of Laws at Xavier University Law School in 2000 and graduated therein in 2004. He took and passed the bar exams in 2005.  

Before joining the National Government, he was a councilor and Vice Mayor of the Local Government Unit of Tagoloan, Province of Misamis Oriental. He was also the Provincial President of the Vice Mayors’ League of the Philippines (VMLP). As a law practitioner, he was a Senior Partner of SAN JOSE TAGARDA & YAP Law Firm and later a Senior Partner of YAP & TUMULAK Law Offices in Cagayan de Oro City.

Before his appointment as HSAC Commissioner, he worked as Legal Consultant of the Presidential Legislative Liaison Office (PLLO) – Office of the President in Malacanang. He was later on appointed as Assistant Secretary of the Department of Justice (DOJ) on June 2017 and was also an ex-officio HLURB Commissioner.

After almost 4 years as Assistant Secretary of DOJ, he has now transferred to HSAC as a regular Commissioner. He is also presently the Chairman of the HSAC Second Level – Human Resource Merit Promotion and Selection Board (HRMPSB) and the Supervising Commissioner for Regional Adjudication Branches (RABs) – Regions 6, 7, 8 and 10.
