DILG Caraga conducts Orientation on the Guidelines for the Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects

The Department of the Interior and Local Government (DILG)Caraga conducted a series ofOrientation on the Guidelines for the Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects (RLIP)for all provinces ofthe Region,Agusan del Norte and Agusan del Sur- September 12, 2022, Surigao del Sur- September 13, 2022, Surigao del Norte- September, 14, 2022 and Dinagat Islands- September 16, 2022 through a face-to-face modality with exclusive venues for their respective participants.

On 12 th day of September, the Orientation on the Guidelines for the Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects, a one (1) day activity and workshop was conducted at Grand Palace Hotel, Butuan City.

It was aimed at providingLocal Government Units (LGUs) and all stakeholders with fundamental guidance vital for the successful implementation of the RLIP program.

DILG RO Personnel, Provincial Director Mr. Pedrito P. Alacaba, Program Manager Mr. Mark Anthony C. Obani, together with Central Office OPDS/LGMED Assistant Division Chief Ms. Charity V. Agbayani, Project Evaluation Officer III Mr. Jonathan S. Ganitnit and the Information System Analyst III Mr. Jomarie S. Sodsod with the LGUs/Municipalities of PDI.
On 13 th day of September, the Orientation on the Guidelines for the Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects, a one (1) day activity and workshop was conducted at GoldBarn`Grill, Tandag City, Surigao del Sur

Participants were Provincial/City/Municipal Engineers, Provincial/City/MunicipalPlanning and Development Coordinators, and Local Project Monitoring Committee (LMPC) Members from various LGUs,as well as all newly hired RLIP Personnel in DILG Field Offices,Project Development Monitoring Unit (PDMU) and Provincial Offices (PO) Personnel.

Center:RO Engineer II Ms. Ellen Grace V. Cabactulan together with the Central Office OPDS/LGMED Assistant Division Chief Ms. Charity V. Agbayani, Project Evaluation Officer III Mr. Jonathan S. Ganitnit, Information System Analyst III Mr. Jomarie S. Sodsod and all participants from different LGUs/Municipalities of Surigao del Norte.
On 14 th day of September, the Orientation on the Guidelines for the Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects, a one (1) day activity and workshop was conducted at Philippine Gateway Hotel, Surigao City.

DILG Central Office OPDS/LGMED Assistant Division Chief Ms. Charity V. Agbayani together with Project Evaluation Officer III Mr. Jonathan S. Ganitnit, and Information System Analyst III Mr. Jomarie S. Sodsodserved as Resource Speakers for the orientation.

First Speaker:Central Office OPDS/LGMED Assistant Division Chief Ms. Charity V. Agbayani on her discussion on the Guidelines for the Results-Based Monitoring and Evaluation of LGU Infrastructure Projects as expressed in the Memorandum Circular 2022-050 as well as the Criteria for Project Selection, and Roles and Responsibilities of DILG RO and Field Offices and LGUs.

DILG Regional Director Lilibeth A. Famacion, CESO III represented by LGCDD Asst. Division Chief Cherry N. Vitor said that the participants should take advantage of the orientation to fully understand and be guided about RLIP implementation.

On 16 th day of September, the Orientation on the Guidelines for the Results-Based Monitoring and Evaluation (RBME) of LGU Infrastructure Projects, a one (1) day activity and workshop was conducted at Emergency Operations Center, San Jose, Dinagat Island.

Discussions during the said orientation included (a) the salient provisions of the DILG MC 2022-050 on the Guidelines for the RBME; (b) the implementation process; (c) the requirements for form submission, encoding, validation; (d) creation of logical framework; and (e) the technicalities on the usage of the SubayBAYAN System for uploading of project data and attachments.

A guided workshop in RLIP Simulation and Logical Framework Formulationwas facilitated by PDMU personnel and part of the workshop had the participants examine their outputs using the criteria for evaluating the logical framework.
