In 2012, the Commission adopted the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) which fused and integrated the CSC Agency Accreditation Program (CSCAAP) in 2004 and the Personnel Management Assessment and Assistance Program (PMAAP) in 2004.
Aside from the plaque of such Bronze Award that is due to be received by the Provincial Government during the Public Sector HR Symposium set on July 24-26, 2019 at the Philippine International Convention Center (PICC), CSC has also granted the Provincial Government of Davao del Norte the authority to “approve appointments; and a 20% discount for the Human Resource Management Officer or Agency Representative attending CSC trainings/conferences”.
CSC also has assured Davao del Norte of endorsement or recommendation for scholarship grants offered by other institutions, and nomination to CSC Certification Program for HRMOs subject to the guidelines to be issued by the Commission.
CSC also grants Davao del Norte an “exclusive membership to community of learners who shall have access to digital learning resources and other development opportunities; and commits to announce Davao del Norte’s programs/projects bureaucracy-wide through the CSC website”.
The CSC Level II Accreditation came as a result of “on-site assessment and assistance by the CSC RO 11 at the Provincial Government of Davao del Norte in 2017 and 2018”. Based on such action taken by CSC RO 11, Davao del Norte “has met the PRIME HRM Level 2 Maturity Indicators in the Systems, Practices, and Competencies of four Core HRM Systems”.
These four systems particularly refer to Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition.
CSC RO 11 further found out Provincial Government of Davao del Norte to be “continuously compliant with the Civil Service Law and rules in terms of the implementation of other HR programs” and that it had maintained HR Records”.
However, CSC pins on the Provincial Government of Davao del Norte the responsibility to “maintain the status under Level II and continue to improve on its HRM systems to meet the indicators of the next higher level; and to comply with the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised 2018) and other Civil Service Law and rules in issuing appointments and in implementing other HR actions.”
CSC also expects Davao del Norte “to partner with CSC in providing assistance to other agencies in the development or improvement of HRM Systems”.
In a query with CSC Davao del Norte Field Office, the City of Tagum, Panabo City, Island Garden City of Samal and Tagum City Water District will also be conferred the same award.
They will also receive the PRIME-HRM BRONZE AWARD during the Public Sector HR Symposium bannering the theme, “Moving together toward Ambisyon Natin 2040”.
