CTF-ELCAC strengthens IP political structure in Bukidnon’s Upper Pulangi zone

IMPASUGONG, Bukidnon, Sep. 16 (PIA)—The Malaybalay City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) strengthens its ties and partnership with the Indigenous Peoples (IP) communities during the Upper Pulangi Tribal Council Meeting recently held at Barangay Caburacanan, Malaybalay City, Bukidnon.

In line with the theme “Tumbasa Daw Bigola,” a Higaonon term which means strengthening the common ideas, laws, plans, projects, and activities beneficial to the tribal community, the meeting consolidated the issues and concerns raised by the IPs.

The forum also tackled the IP’s plans to empower and enhance the capability of their organization, plans for future development, and ultimately to have a mutual understanding and unified peace effort in ending local communist armed conflict.

Datu Renato Sumbungan, also known as Datu Makayuba, Indigenous Peoples Mandatory Representative (IPMR) of Malaybalay City said the activity could really help the IPs as it opened up space to involve them—the IP community—in defining, shaping, and  ensuring peace and security through cultural understanding.

“Kini nga kalihukan nahimog talagsaon pinaagi sa presensya sa atong mga bisita kung diin tinuod nga makadayeg ug maminaw sa atong mga pangamuyo ug mga plano para sa kauswagon sa atong komunidad.  Sa mga lider sa tribo, atong ipakita ang atong panaghi-usa ug suporta sa gobyerno,” Datu Sumbungan said.

(This activity becomes more remarkable through the presence of our guest who can truly appreciate and listen to our appeal and requests, including our plans for the development of our community. To the Tribal Leaders, let us show our unity and give our support to the government)

LtCol Edgardo V Talaroc Jr, Commanding Officer of the 8th Infantry Battalion said the Philippine Army and various government agencies who work to achieve genuine peace, commit to support the IP plans and programs because it is in line with the CTF-ELCAC’s goal line as stipulated in Executive Order No. 70    

“Isip bahin sa CTF-ELCAC nga nahi-uyon sa Whole-of-Nation Approach, kini nga yunit uban ang tanan mga ahensya nga nia diri karon, mo-suporta sa inyong mga plano ug mga programa alang sa pag uswag sa mga lumad nga komunidad,” he said.

(As part of the CTF-ELCAC and in line with the Whole-of-Nation Approach, this unit, together with all the agency officials who are here with us today are committed to support your plans and programs for the development of the IP community)

Malaybalay City has 46 barangays and the city’s Upper Pulangi zone is composed of eight rural barangays namely Busdi, Caburacanan, Indalasa, Kulaman, Mapulo, Silae, St. Peter, and Zamboanguita.

The different government agencies that converge in barangay Caburacanan during the Upper Pulangi Tribal Council Meeting laid their projects and programs and committed to take appropriate actions in response to the concerns raised by the IP community.

“Among pangayo-on ang inyong kinasing-kasing nga suporta. Among hangyo-on ang inyong tinuod nga suporta sa gobyerno sa Pilipinas, ang gobyerno nga motabang sa mga tawo, ang tinuod nga gobyerno.
