This historic event was driven by the recent DILG Memorandum Circular No. 2023-133 and DENR Proclamation No. 470, both aiming to foster a culture of cleanliness and environmental consciousness within local communities.
The Clarin Local Government Unit (LGU), under the leadership of Mayor Jojo Dacer Roa and Vice Mayor Ging Oaminal delos Santos, played a pivotal role in orchestrating this momentous day of action. Barangay Kalinisan Day (BarKaDa), introduced through the DILG memorandum, served as a call to arms for each barangay to come together and initiate localized clean-up efforts.
