TALACOGON, Agusandel Sur – A total of eight hundred (800) local residents of Barangay Hamogaway, Bayugan City benefited from the mobile distribution of free basic services through the RCSP-Ugnayansa Barangay and Serbisyo Caravan 2020 spearheaded by Hon. Kirk A. Asis, City Mayor of Bayugan City on November 9-10, 2020.
The Retooled Community Support Program (RCSP) is an inclusive government program which was formulated to strengthen the Community Support Program (CSP) of the military and to bring the government services closer to the community and to address the issues identified by the previously deployed CSP teams in the conflict affected areas (ConAAs) in general.
The success of the two-day implementation of RCSP was made possible through the enormous support and collaboration of the local government agencies and the Task Force-ELCAC of Bayugan City.
Prior to the Serbisyo Caravan, the local government agencies of Bayugan City headed by Ms. Alice B. Robles, the City Local Government Operations Officer (CLGOO), conducted a mission planning on the implementation of RCSP to realize the objectives of Executive Order No. 70 which is institutionalizing the “Whole-of the-Nation Approach” to End Local Communists Armed Conflict.
In a statement, Hon. Asis uttered his appreciation to the local government agencies and Task Force-ELCAC. “As the Chairman of the City Task Force-ELCAC of Bayugan City, I am gratified with the enormous support we get from the local government agencies. Through our converged and collaborative efforts, I guarantee that we can give 100% commitment on the implementation of RCSP.”, he said.

Meanwhile, Lt. Col. ReynaldRomel A. Goce, Commanding Officer of 26th Infantry (Ever Onward) Battalion, emphasized the prominence of having a good relationship among the local agencies and law enforcement bodies in the implementation and delivery of government services to the community. “Rest assured that the Ever Onward troopers will always support the good intentions of the Local Government Agencies especially on the implementation of government interventions to the vulnerable communities and conflict affected communities in our area of operations.”, he said.
“Let us work together and condemn the atrocities of the terrorists and their allied organization in our community because they could only bring harm and destruction in our lives. Let us give back our support to the government who had worked so much for the people particularly on the implementation of EO70 and Task Force-ELCAC to win the battle against terrorism towards lasting peace and development.”, Lt.
