CAGAYAN de Oro City--Some 850 representatives from various sectors in Northern Mindanao coverged in this city on August 8 to attend the "Dagyaw 2019" held at Barangay Nazareth.
The open government and participatory governance regional townhall meetings dubbed as "Dagyaw" was aimed at tackling the priority concerns on health, countering of violent extremism, and general development in Northern Mindanao.
The word “Dagyaw” is a Hiligaynon term for “Bayanihan,” which exemplifies the concept of “togetherness,” accordig to a news posted by the government-run wire, the Philippine News Agency. "It is envisioned to be one of the main government campaigns that will provide avenues for productive, valuable, sincere, and visible engagement between government and the people at the local level."

Department of the Interior and Local Government, Region 10 (DILG-10) Regional Director Arnel M. Agabe said: “Dagyaw 2019 is one way of bringing the government closer to the people through Civil Society Organizations and citizens in addressing various issues and concerns through national and regional officials of government agencies.”
Through open government and participatory governance, he underscored that this will give the citizens the right to actively participate in good governance, especially in Region 10.
Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, likewise highlighted the need to bring the government closer to the people saying, “Our task here is to gather all your stories and take them to desks where programs and decisions are made. It is here in the town halls where questions are to be answered.”
Issues and concerns raised by participants include the dengue outbreak, basic health services in isolated areas, closure of some schools that were allegedly used by CPP-NPA to indoctrinate people in highlands, railway system status in Mindanao, and the need for some local government units to prioritize of the installation of waste water system facilities, among others.
Moreover, with Dagyaw 2019 showcasing the different services of the government, DILG Assistant Secretary Marjorie N. Jalosjos said that this is also in line with the desire to finally put an end to the 50-year long insurgency problem in the country.
Through the operationalization of Executive Order 70, also known as the “Whole-of-Nation Approach”, the government aimed on synchronizing all the efforts and interventions focusing on the 27 conflict-affected barangays here in Region 10, she added.
“We want to showcase to our people that the government is doing not just ‘something’ but ‘everything’ for the general welfare of our people,” she said.
