[Transcript] Speech of President Rodrigo Duterte during the oath-taking event (first part)

PRESIDENT DUTERTE: Sa Pasig. Magkano ang isa? I mean may tao kasi na gustong mag-donate. And so he asked me to find out how much he would spend for one or two [boats?]?

DOTR SECRETARY ARTHUR TUGADE: Napakamura ho ‘yung capacity ng 28 hanggang may spillover na 34 ang presyo ho diyan na ginamit namin sa Cavite --- Cavite-MOA-Cavite-Lawton. Ang presyo ho niyan 7 million lang isang unit. Iyong ang capacity ho 54 umaabot ho diyan mga 12 po --- 10 to 12 ho.

PRESIDENT DUTERTE: Sabihin ko sa kanya.

SEC. TUGADE: Yes, sir.

PRESIDENT DUTERTE: Maganda ‘yan. Wala… In the meantime… In the meantime that there is no collusion inside. That would entail huge amount of money.

Gentlemen, we have to innovate --- that’s the word to replace invent, to innovate, how we can survive until the finish line when I shall end my term.

Alam mo kasi ‘yan si Art, classmate ko ‘to. Ito ang class valedictorian. You are lucky. He was our class valedictorian sa law school.

Iyong bago akong Presidente we realized the impact of the EDSA congestion on the lives of the people commuting. Alam mo sa totoo lang hindi ko lang masabi na --- hindi ko masabi-sabi na naaawa talaga ako sa tao. Alam mo hindi para sa atin eh kasi --- eh ako mag-chopper ako kung ayaw ko ng traffic. And it’s not me who decides, ‘yung security guys.
Pero ‘yung mga tao na mag-commute hanggang umaga. Alam mo the average worker ng gobyerno o private, they go home at about mga 8, 9. They ride the bus, ‘pag traffic diyan, it will take her to arrive something at 11 at any of the junctions there. And she takes another ride or two rides para makauwi ng bahay.

Kaya pagdating ng bahay maglaba pa ‘yan. Ayusin ang mga bata tulog na, at maglaba, maglinis. Tapos magluto ng pagkain hanggang umaga for breakfast. Dumating ‘yan minsan alas-onse, alas-dose, ala-una. Matutulog ‘yan alas-dos, alas-tres.

And she wakes up at about 5, 4. She wakes up the children tapos prepare them for school. Basta kaya ng ano ihatid niya, or isama niya ihatid niya, then she reports to work.
Ganun kahirap at kapurgatoryo ang Pilipino. Kaya ako you have to understand my mouth kung saan napupunta. Galit talaga ako sa oppression and I hate corruption.

Matagal akong mayor, 23 years sa Davao. Hindi ako pinagyayabang, totoo naman eh. At naging Presidente ako. I never lost an election. In 1988, tuloy-tuloy na ako.

Ang problema lang na hindi ko masyado magawa ‘yung nagawa ko sa Davao kasi nilinis ko talaga. At ang Davao there’s a rising middle class because maraming negosyo, maraming pumasok ang mga hotel. Dusit is there. Lahat na. Lahat ng hotel nandoon na and it’s always fully booked. And the flights if you may want to go to Davao, talagang mahal ang pamasahe at waiting ka pa doon sa hotel mo. Mag-motel ka na lang. Ganun ka --- ang Davao.

Pero you know hindi ito libre lahat eh. Things will develop hindi ‘yan on its own. Maybe ‘yung catalyst ng nature pero kung hindi mo talaga pipilitin. Development and progress in Davao, I have to tell you frankly, dumating ‘yan na maraming nagbayad. Kriminal nagbayad sila ng buhay nila. The NPAs magkaibigan man kami niyan that’s why they want to talk again. You know magkaibigan kami.

My views of life has always been left. Hindi ako komunista pero ‘yung tingin ko sa land reform ganun. Because umalis kami tatay ko sa Cebu, wala naman kaming niyugan, wala naman kaming minahan. So he ventured to Mindanao, married a Mindanaoan. Tapos he went to Davao. It was a hard life.

Noong naging mayor ako sinabi ko talaga, siguro about four years old pa ako, 1948 something, I still remember distinctly the long ride Butuan going to Cagayan via Cotabato. Wala pa naman ‘yang… There were no roads yet na connecting Davao to Butuan to Bukidnon, anywhere. At the time, it was a long and winding road.

Kaya alam ko ang buhay at alam ko kung gaano kasakit ang mahirap. Kaya ako nagwawala. Just like the --- what’s going on now. These guys keep on writing me letters begging me --- begging me --- bilyonaryo ha, begging --- begging me just to talk to them. Alam mo ang ginawa nila, that’s plunder. Ikaw Art alam mo ‘yan. Economic plunder.

You know they would not only lose their money, they would lose their pants there. Ipapakulong ko talaga sila kasi gusto ko mga bilyonaryo makatikim naman ng… Kasi sabi nila walang mga drug lord na pina-ano… Bakit si Parojinog ba sa Ozamiz maliit na tao ‘yon sa gobyerno? Espinosa? Drug lord --- they were drug lords. And they died.

Maraming barangay captains far and in between the years na naging presidente ako, marami ring namatay. Basta pumasok ka droga sabihin ko sa’yo. I’ve said it before and I say it now again, magkadeperensiya tayo ng trabaho if you are not satisfied with my decision and you can always come and talk and we will have a remedy. Pero sabihin mo sa mga tao ninyo huwag talaga pumasok sa droga, p***** i** papatayin ko talaga. Papatayin… Anybody for that matter, talagang hihiritan kita. As I said it will destroy the country. And if you destroy my country, I will really kill you. Na ganun na lang ako katindi.
