PROSPERIDAD, Agusan del Sur--- At least 26,580 households in Bayugan City need to secure Home Quarantine Pass from the city hall which will be used by only one family member to buy food and medicines after the city was placed under general community quarantine on March 19.
Bayugan City Mayor Kirk Asis issued Executive Order No. 65 Series of 2020 declaring the entire city of three urban barangays and 40 rural barangays under general community quarantine to regulate the movements of the residents outside their homes to avert the spread of the dreaded Corona Virus Disease 2019 (COVID-19).
It is the first time in the country that residents of an entire city are under home quarantine with their movements being regulated by the local government unit even as this only city of the province is still COVID-19 free..
The city has a total of 117, 117 people based on the 2018 census results done by the Community-Based Monitoring System (CBMS) of the provincial government of Agusan del Sur.
Asis’ measure is more stringent than Malacañang’s directive about community quarantine.
Based on the national government directive a barangay-wide quarantine is advised when there at least two positive COVID-19 cases belonging to different households in the same barangay.
A municipality or city-wide quarantine is advised when there at least two positive COVID-19 cases belonging to different barangays in the same municipality or city.
A province-wide quarantine is advised when there at least two positive COVID-19 cases belonging to different municipalities, component cities or independent component cities in the same province.
Based on the Asis’ EO 65 guideline, only one family member is allowed to leave their home to buy basic necessities and necessary medical supplies.
A Home Quarantine Pass will be issued per household will be distributed by barangay officials and their workers who will strictly monitor that anyone has brought the pass when he/she will go out of their home.
Household members especially over 50 years old, pregnant women and those with underlying health problems are advised to stay in their homes.
Exempted from this directive are those who will leave home for essential work both in public and private sector but they are required to show their employment ID or certificate of employment. Failure to comply will be told to go home.
Chaperons to the children and the elderly having sickness are also allowed provided that they will present a medical certificate.
Passenger tricycle and single motorcycle drivers plying the city are also allowed provided that a Motor Tricycle Operator’s Permit and a driver’s ID will be presented.
