RDC-X Execcom okays 2021 LGU priority projects

CAGAYAN DE ORO CITY–The Regional Development Council Executive Committee of Northern Mindanao (RDC-X ExCom) endorsed the priority programs, activities, and projects (PAPs) of the local government units (LGUs) for FY 2021 national government funding during its meeting on 22 January 2020 at the Chali Beach Resort, this city.

The meeting is part of RDC-X’s continuing effort to consult the LGUs on their priority PAPs that will support the region’s development thrusts and priorities as laid out in the Regional Development Plan (RDP) 2017-2022 Midterm Update. Thus, these PAPs shall be included in the Updated Regional Development Investment Program (RDIP) 2017-2022 and FY 2021 Annual Investment Program (AIP) and as inputs to the FY 2021 budget proposals of concerned regional line agencies (RLAs) and state universities and colleges (SUCs).

In his message, RDC-X Chairperson and Misamis Occidental Governor Philip T. Tan highlighted the need for stronger collaboration between national government agencies and LGUs in identifying and implementing PAPs that will improve the quality of life of all Filipinos in the region.

“The national and local programs and projects that we propose to implement are just means to our higher goal—usa ka lig-on, hamogaway ug kinabuhi nga adunay kasiguradohan”, Tan said. 

The Committee also approved the revised poverty targets and recalibrated poverty reduction strategies of the RDP 2017-2022 Midterm Update.  This is necessary to be consistent with the significant decline of Region X’s poverty rates based on the annual 2018 Official Poverty Statistics of the Philippine Statistics Authority that was released on 6 December 2019.

In her presentation, RDC-X Vice Chairperson and NEDA-X Regional Director Mylah Faye Aurora B. Cariño said that the region now aims to further reduce poverty incidence among the families and population to below 15 percent and 20 percent by 2022, respectively. 

“The RDP strategies need to be recalibrated to support the revised targets, and channel resources to the region’s focus areas and lagging sectors,” Cariño said.

The Committee also approved the following: (1) a Research to Determine the Factors Contributing to the Substantial Decline in the 2018 Poverty Rates in Northern Mindanao; (2) revised RDC-X Work and Financial Plan for CY 2020 which included breakthrough activities and initiatives to strengthen learning exchange and stakeholder engagement; and (3) Proposed Projects for Pre-Feasibility/Business Case Studies identified in the Sustainable Urban Infrastructure Development in Metropolitan Cagayan de Oro Master Plan
